Cultivating Engaged Citizens: Providing Students with First-Hand Exposure to Lawmaking

This presentation focuses on creating informed citizens by providing students with a firsthand understanding of the City and County of Honolulu's lawmaking process. Featured in this session are the steps for organizing field trips to public Honolulu City Council meetings and submitting oral testimony. To supplement the students' visit, a lesson plan outlining the council's affairs and legislative procedures, including the progression of bills to ordinances, is provided. Acknowledging discrepancies in schools' and islands' field trip eligibility, the session also highlights a remote alternative: live council meeting broadcasts, which allows the submission and delivery of virtual testimony.
